Web Client: Place hold screen may require Unnecessary scrolling

Bug Description
Tested in Evergreen 3.4 and Evergreen 3.3 and Evergreen 3.2
Steps to duplicate issue:
1) In the web client search for a keyword that will give you several results
2) Scroll down to the mid or bottom of list
3) Select the Place holds button on one of the lower items
The Place hold screen will load but the screen will remain in the same location as your side scroll bar, which is lower on the page then the Place hold section. The lower the scroll bar is on the results page causes more white space on the Place hold Screen and results in the user needed to scroll up to see the Place hold section. On a stock system you will see a large green box.
The screen should load and re-focus to the top part of the Place Hold screen.

I see this occurring when I open a bib record page a ways down a results list too. Have to manually scroll back to the top to see the record page.
