Krunner does not launch with shortcut after update from 19.10 to 20.04

Bug Description

During the upgrade process, the file kglobalshortcutsrc seems to be modified at some point. The result is that, after the upgrade, the shortcuts to launch Krunner were not functional anymore. This is true for the default alt+space or any other key combination if the shortcut is modified. This issue occurred on one machine, another went through a 18.04 to 20.04 upgrade without this issue.

This problem seems to be that the [krunner] then [krunner.desktop] section in kglobalshortcutrc got kind of duplicated duplicated.

The file retrieved from a month old backup:

The same happened for me, with the same addition to .config/kglobalshortcutsrc.

I ran Global Shortcuts in System Settings and saw there were no settings for KRunner. I attempted to set the default global shortcut (which remained as Alt+Space) and got the popup message:

"The shortcut 'Alt+Space' conflicts with the following key combination:
Shortcut 'Alt+Space' in Application Run Command for action Run Command"

and similarly for the default global alternate shortcut.

I chose to override the warnings and set the global and global alternate shortcuts back to their defaults. Krunner now launches from the keyboard as before the upgrade.
