update-manager translation is broken in embedded terminal

update-manager package translation is broken in terminal.
I checked for Russian only. Don't know about other languages.

All strings of update output in embedded terminal completely untranslated!

These messages displayed in the embedded terminal are actually from dpkg which is translated so something is likely misconfigured in the setup of the embedded terminal.

Update-Manager is calling 'do-release-upgrade' (i.e. ubuntu-release-upgrader) to do the actual upgrade (and print its output), so this is a duplicate of the other bug #1871801 you reported.
