MAAS snap can't parse the "BACKOFF" supervisord status

Bug Description

Using MAAS snap 2.7.0-8235-g.fea3a1678, I'm having issues with bind9 failing to start. MAAS is constantly trying to bring it up, but it's failing.

Among the logs I have :

maas.service_monitor: [error] While monitoring service 'bind9' an error was encountered: Unable to parse the output from supervisor for service 'bind9'; supervisorctl returned status as 'BACKOFF'

I think MAAS should understand BACKOFF and actually try to back off and stop spinning on this "start service / kill it" loop.
