Please sync jupp 3.1.39-1 (universe) from Debian testing (main)

Hi,

as Debian import freeze is currently enacted, I’d love for the latest version of this leaf package (interactive TUI text editor) to be sync’d into the LTS release. I’m both upstream and the Debian maintainer and would prefer for this release to be the one to support for a longer time.

Changes are:

jupp (3.1.39-1) unstable; urgency=medium

  * Drop “IDE” .desktop category, it creates mismatched menu entries
  * Update maintainer script comments from latest manpages
  * New upstream release
  * Modernise packaging

Notable upstream changes:

- Highlight HTML/XHTML and XML with content sniffing as well
- Improve shell highlighting substitution quoting handling
- Highlight more Tₑχ/LᴬTᴇΧ extensions
- Update to UCD 13.0.0

Especially the Unicode update (from 11.0.0) could be useful, but the rest is welcomed by users.
