Bug Description

There are two segments, and the recovery mothod of them both are 'auto'. Hosts of the two segments belong to the same AZ.

When one host in segment A is failed, the instances on the failed host sometimes will evacuate to host in segment B.

I have abandoned the patch based on review comments which I definitely agree is the best way to approach for long term solution. Having said that I believe documentation lacks clarity about the fact auto recovery mechanism does not care about segments. We can use this bug to update the documentation.
