Bug Description
ssh-key or random password
I'd like to setup my user with an ssh key, if there is one in metadata and no password auth / locked account (cannot ssh with passord, cannot login on tty with password).
If no ssh key available, I want user with random password, and tty login available, and password based ssh available.

You'd have to explicitly tell cloud-init that you wanted it.
Lack of a user-data provided ssh key does not mean that there is no other way into the system. cloud-init can't take that simple lack of information to mean that it should enable password authentication and set a password on a user.
