I have focal using current kernel and driver package:

root@mamut:/home/patty# uname -a
Linux mamut 5.4.0-14-generic #17-Ubuntu SMP Thu Feb 6 22:47:59 UTC 2020 x86_64 x86_64 x86_64 GNU/Linux
root@mamut:/home/patty# dpkg -l | grep rtl8821
ii rtl8821ce-dkms 5.5.2.1-0ubuntu3 all DKMS source for the Realtek 8821C PCIe WiFi driver

It seems to be a known problem: https://github.com/Syniurge/rtl8821ce/commit/5c0667729d9b7257894ef92dbfe685dc23661a5e
