Please sync hugo 0.68.3-1 from Debian to focal (universe). (Focal is currently stuck at 0.59.1-1.1)

Rationale:

1. Requested by users, see https://bugs.debian.org/945904

2. A significant number of Hugo themes (https://themes.gohugo.io/) require newer Hugo.
   Here are some examples:
   * https://themes.gohugo.io/hugo-theme-meme/ >= 0.62.2
   * https://themes.gohugo.io/flexible-seo-hugo/ >= 0.63.0
   * https://themes.gohugo.io/someparts-hugo/ needs >= 0.63.2
   * https://themes.gohugo.io/hargo-hugo-ecommerce-theme/ needs >= 0.64.0
   * https://themes.gohugo.io/ronu-hugo-theme/ needs >= 0.64.1
   * https://themes.gohugo.io/hugo-theme-zzo/ needs >= 0.65.0
   * https://themes.gohugo.io/new-oldnew-mashup/ needs >= 0.66.0
   * https://themes.gohugo.io/hugo-theme-iris/ needs >= 0.68.3

3. Resolves autopkgtest Regression seen at
   https://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html#hugo

     autopkgtest for hugo/0.63.2-1:
       amd64: Regression, arm64: Regression, armhf: Regression, i386: Ignored failure

   This was actually fixed in:

    hugo (0.65.2-1) unstable; urgency=medium

      * New upstream version 0.65.2
      * Replace "ln -s" with "cp -a" etc. in execute_after_dh_auto_configure
        to prevent autopkgtest failure due to symlink-vs-real directory setup,
        see add_configure_override() in /usr/bin/dh_golang_autopkgtest
