Bug Description
When cinder is using etcd for its lock manager, it incorrectly formats the backend_url URI when the etcd host is an IPv6 address. For example, when $etcd_host is "fe80::
Expected backend_url : etcd3+http://[fe80::
Actual backend_url : etcd3+http://
