iwlwifi fails to communicate with Intel Wireless-AC 9650 card

This isn't a bug just in the Ubuntu kernel, as it happened on Debian too, and I wouldn't rule out any hardware issue either, but I wanted to share this here to see if I could get any help. I dual boot Windows and Linux and I think my WiFi card might be failing, but it could also be a case of bad firmware. It used to work well, but now both Windows and Linux fail to start my card most of the time. However, sometimes Windows will successfully be able to use it.

Looking at the original error and the files in the kernel, it appears in iwl_trans_pcie_grab_nic_access, the firmware uses iwl_poll_bit to read from one of the device's registers, but that times out. It then tries to dump this error with iwl_mvm_dump_lmac_error_log, but that fails too, as it needs to access the device's SRAM. So it appears the memory on the device is inaccessible. Is the indicative of hardware failure, or is it possible to use setpci to fix the device, as that is one possible solution I found, but it mentioned a different card model.
