Please sync gimp 2.10.14-3 (universe) from Debian unstable (main)

It's a bug-fix release.

Explanation of the Ubuntu delta and why it can be dropped:
  * Add a couple of upstream bug fixes: (LP: #1857254)
    - upstream_fix_segfault_glib_paramspec.diff
    - upstream_fix_segfault_glib_paramspec2.diff
  * No-change rebuild against libilmbase24 and libopenexr24.

The fix is in the Debian package, so the Ubuntu delta can be dropped.

I have upload rights for this one, and confirmed the new Debian version is applying the exact same patches that were in the Ubuntu delta. It is a bug fix, so I will go ahead with the sync.
