Bug Description

At present, flash-kernel assumes an initrd is always present when copying files to the boot partition on the Raspberry Pi. Furthermore, the uboot script (bootscr.rpi) also assumes an initrd is present. This should be changed to permit the kernel team to remove the initrd in future.

  * Remove FLASH_KERNEL_SKIP; it's no longer used in livecd-rootfs
