Bug Description
If the leader of a mysql cluster does not declare itself as seeded, 'shared-db' relations will silently fail and this can be incredibly painful to debug. In the meantime, according to juju status for mysql 'Unit is ready'. I think the charm should warn the user the cluster is not seeded in juju status if that is the case.
