[FFE] Choqok 1.7 into focal

Importantly,

Twitter: update char limit to 280

Current focal version does not work with 240 character tweets.

As of the yesterday, 1.7 is newly sync-able from debian unstable.

I have tested the build in a PPA here: https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/staging-misc/+sourcepub/11055778/+listing-archive-extra

If there should be regressions or issues, I would commit to doing my best to fix those.
