Zun fails to find nova RP if CONF.host is set

Bug Description

Basically, the same problem as https://bugs.launchpad.net/neutron/+bug/1853840 .

Right now, Zun uses "socket.gethostname()" to find the resource provider (RP) created by nova. I expect this will break of CONF.host is set in nova.
