Updating ticket after digging more. I didn't notice earlier krallin/ubuntu-tini:16.04 used in tools/docker/Dockerfile using python2 by default.

It looks like multiple links for mistral installation guide are floating around and not all are up to date.

Finally I ended up with below link, which looks fine. so closing the ticket.
