cpufreq, or what's behind it, doesn't observe maximal frequencies set for individual cores

Bug Description

When I lower the maximal acceptable frequency for individual cores, this is not immediately observed. The frequency drops, though, when I lower the maximal frequency for more individual cores. When all cores are set to the same maximal frequency, the limit seems to be observed. Shell output with additional newlines for readability:
