Allow users to create a structural subscription for a product, and receive bug notifications for that product.

Greg, for example, on <https://bugs.launchpad.net/jockey> there is a "Subscribe to bug mail" link that lets you subscribe to all bug reports about Jockey. It's not as obvious as it could be at the moment; see bug 193873 and bug 240011.
