ubuntu 20.04 ppcle64 fails to install in a vm

Bug Description
I have a laptop computer which runs rhel7. I want to install ubuntu ppcle64 in a virt-manager virtual machine, but I can't do this directly because rhel7 doesn't have a new enough qemu to be able to run ppc virtual machines. So I install opensuse tumbleweed in a virt-manager virtual machine. Then I try to install ubunto 20.04 for ppcle64 in this virtual machine (again under virt-manager). When I do this, open firmware in the virtual machine gives an error "Not a bootable device".
I think this is a fault with Ubuntu, not a fault with Tumbleweed or RHEL7.
I will attach a screenshot of the problem.
