Drag and drop to desktop area doesn't work

If I have a folder window open, and drag a file from it into the desktop area, that is somehow forbidden and the icon just moves back to the folder where it came from, in a "moving" animation. It's almost as if I didn't have filesystem permissions to move it to the desktop.
