MARC export should allow selecting a bucket by name

In Angular MARC Batch Import/Export, you can export a record bucket. But you need to manually enter the bucket ID. It would be nice if you could select the bucket by name from a dropdown.

Note that you can also export records via the Record Buckets interface: view a bucket, select some records, and pick Export Records from the Actions menu. This is a different (and probably more common) workflow than exporting an entire bucket via Vandelay.

Continues to be needed in 3.9

As well as being able to see the list of bucket names for the user there will still need to be a way for a user to retrieve a shared bucket.
