Bug Description
[Impact]
On a certain Dell laptop which comes with nvidia dGPU, the CPU package state stuck at PC3 in power saving mode(uses iGPU)
[Fix]
It requires below commit(from v5.3-rc1) for runtime pm to work, and to avoid conflict, have to introduce another refactor commit.

[Test]
Verified on the target laptop, it enters PC10 during long idle.
[Regression Potential]
Low, the commit simply adds runtime pm support.
