c-down-mouse-1 does not work

Bug Description

For some reason <C-down-mouse-1> does not work.
When I press control button down and click mouse-1, nothing happens.
Only text "<C-mouse-1> is undefined" emerges in the echo area.
I tried to start emacs without init file: "/usr/bin/emacs-gtk -q", but the problem did not disappear.
I built my own package from emacs-26.3 sources (emacs-26.3.tar.xz from ftp.gnu.org, build server ubuntu 18.04.3). If I install this package into ubuntu 20.04, then <C-down-mouse-1> works ok.

I am not able to reproduce on current version:

GNU Emacs 26.3 (build 2, x86_64-pc-linux-gnu, GTK+ Version 3.24.14)

I did a fresh install of Ubuntu 20.04.1 on another laptop, and I am not able to reproduce this either.

I also noticed, that if I create a new user in the problematic laptop and login as that user, emacs works just fine.
