32 bit libGL missing

Bug Description

Though the packages seem to be installed in the same location as before /usr/lib32/nvidia-430 but the system apparently doesn't pick it up

ldconfig -p | grep libGL.so
 libGL.so.1 (libc6,x86-64) => /usr/lib/nvidia-430/libGL.so.1
 libGL.so (libc6,x86-64) => /usr/lib/x86_64-linux-gnu/libGL.so
 libGL.so (libc6,x86-64) => /usr/lib/nvidia-430/libGL.so

a couple of wine apps stops working complaining that libGL.so not found.

With Nvidia-418

ldconfig -p | grep libGL.so
 libGL.so.1 (libc6,x86-64) => /usr/lib/nvidia-418/libGL.so.1
 libGL.so.1 (libc6) => /usr/lib32/nvidia-418/libGL.so.1
 libGL.so (libc6,x86-64) => /usr/lib/x86_64-linux-gnu/libGL.so
 libGL.so (libc6,x86-64) => /usr/lib/nvidia-418/libGL.so
 libGL.so (libc6) => /usr/lib32/nvidia-418/libGL.so

See with Nvidia-430 the 32 bit libGL.so is not being picked up.

apport-collect 1863992
