[UI] Buttons on SSH keys page should be disabled until there is user input

Bug Description
Both buttons on the SSH keys page (Delete selected keys and Import SSH key) are enabled by default even though clicking them does nothing if there is no user input. They should be disabled until the user interacts with the form and there is something for the button to submit.
