The Angular <eg-org-select /> component supports an @Input() attribute called disableOrgs, which is meant to allow the caller to mark certain org unit values in the selector as disabled (as opposed to hiding them, for example). However, the implementation was never completed.
One place this can be verified is in the (not yet exposed) Angular workstation administration page at /eg2/staff/

This issue is resolved. When I navigate to the not yet exposed page Bill mentions on systems running 3.6.4, 3.7.0, 3.8 beta, I am not able to select any org units that cannot have users.
