On SystemReboot wifi failed to connect on tplink wifi adapter

Bug Description
I'm using Ubuntu 19.10 64bit for my PC. For network/wifi I'm using TP-Link wifi adapter.
My network works only when I do a fresh start (That is completely shutdown and start).
But network connection fails to connect to my wifi on REBOOT(on system software updates , etc..).
After reboot:
1. I can see my mobile device(wifi service providing) name in the list at WIFI SETTINGS -> VISIBLE NETWORKS.
2. BUT IT FAILS TO CONNECT. It tries many times and finally says , CANT CONNECT.
I searched GOOGLE, UBUNTU FORMS, but I failed to find the solution.
As per now solution:
After reboot , I have to shutdown pc again and do a boot. To make wifi connect.
