cpuset_memory_spread from controllers test suite in LTP failed with meminfo does not exist

Bug Description

Unlike bug 1830585, this one failed because the meminfo does not exist, looks like a test case issue.

Issue found on P9 node "baltar".

Can be found on Bionic 4.15 with node baltar as well.

Test failed on F-5.4 P8 with:

Probably a test case issue this time.
