nvidia optimus vulkan layer is placed in the wrong directory

Bug Description

The vulkan layer file that is provided with the nvidia driver to control which vulkan device appears as device 0 in hybrid configurations is installed in the wrong location with the current packages, preventing it from working.

It currently goes to: /usr/share/vulkan/icd.d/nvidia_layers.json

and it should go to: /usr/share/vulkan/implicit_layer.d/nvidia_layers.json

Manually moving the file allows the layer to work.

affects: nvidia-graphics-drivers-375 (Ubuntu) → nvidia-graphics-drivers-440 (Ubuntu)
