mate-inhibit-applet causes excessive CPU usage

Bug Description

Please, apply the fix from https://github.com/mate-desktop/mate-power-manager/commit/8e2902337546222db38a00cc16b3d2bc2e0ef852 to mate-power-manager to fix excessive CPU usage after adding "Inhibit Applet" into MATE panel. Due incorrectly implemented icon drawing code in version 1.20 the icon is constantly redrawn which causes 2-6% CPU usage all the time even if the icon visually does nothing.
