Model destruction doesn't properly remove applications

Bug Description

If I create a customResource inside of a charm and use `juju remove-application foo` to remove the charm, Juju will clean up the customResources created by the charm. However, if I run `juju destroy-model foo`, the customResources will not be cleaned up.

This is related to https://bugs.launchpad.net/juju/+bug/1862390. The preferred behavior for me would be that cluster-scoped resources are left completely alone by both model destruction and application removal, and namespaced resources are cleaned up either way.
