Bug Description
Having a separate Penalty Threshold for PATRON_
Reviewing in 3.3.5.
Currently, libraries with a low Overdue Count threshold will trigger restrictions on patron accounts with claims returned items (even if there are no additional overdue items) as the items are still counted as open circulations. Library policies are often different for overdue and claims returned items. Differing policies currently requires manual staff intervention and management by reports.
