ubuntu_seccomp test failed to build on P-lts-trusty

Like bug 1849246, this test failed to build on P-lts-trusty:

We don't have 3.13 kernel to test in this cycle, need to check if this can be build on 3.13 or not.

Test build/run OK on Trusty 3.13 (3.13.0-176-generic)
So probably a tool chain issue.

Precise is no longer an ESM kernel. Closing this bug.
