Bug Description
Currently the file manager does not provide a way to create new files out of the box. The user has to manually touch a file to ~/Templates using a terminal emulator.
This default behaviour can be frustrating especially to new users who might not know about the touch command at all. Creating new text files is a common operation and it should "just work" ootb without the user having to do research on the whole GNOME template system.
