Changes in Shelving Location Order Not Applying

Bug Description

Evergreen 3.3.4 and 3.4.1

Changing the order of the shelving locations through Administration -> Local Administration -> Shelving Location Order doesn't change the order elsewhere in Evergreen.

I checked the Holds Pull list and the shelving location filter in the catalogue and they continued to be ordered alphabetically. (The documentation isn't clear about where the changes should be seen so I could be missing some interfaces - http://docs.evergreen-ils.org/reorg/3.2/staff_client_admin/_modifying_shelving_location_order.html)

The move of this interface to angular may resolve this issue for 3.5 - https://bugs.launchpad.net/evergreen/+bug/1846552

In 3.3.4 the Shelving Locations Order admin interface does seem to work when I test it. Changes to asset.copy_location_order are made.

So maybe the various interfaces that should be sorting based on it no longer are?

I can confirm that the 3.3.4 pull list doesn't seem to be referencing it. But I remember seeing an integer location field when testing the new angular pull list.

Hmm, I tried the pull list again, and the displayed list doesn't sort using the Location Order, but the printed out list does seem to use the location order. So for those of us that rarely upgrade, seems to work ok. EG 3.3

I tested editing the shelving location order on https://tiffany-master.gapines.org/, and I had no problems related to the new Angular pull list interface showing the custom shelving location order in the display list, or showing the order in the printed list.

So I think this is resolved in 3.8

I'll pause for others to test, but I'd like to get this into master well before 3.9, so take a look if/when you can.

This continues to be an issue in 3.9.

The shelving location order works as expected on the hold pull list now but the shelving location filters (in the staff catalogue and bootstrap) still ignore the order set in shelving location order.
