Lubuntu 19.10: Set mouse to left handed - defaults to right handed after a reset

Bug Description
I have been using the mouse left handed on Lubuntu 19.04 with no issues.
Upgraded from Lubuntu 19.04 to 19.10.
Used Preferences > Keyboard and Mouse menu to set the mouse to left handed. Works as expected.
Shutdown laptop (Dell E6400), restart. Mouse has defaulted to right handed.
Go into Preferences > Keyboard and Mouse menu. The left handed checkbox is ticked despite the behaviour being right handed.
Untick then re-tick the left handed checkbox. Mouse now works left handed.
Shutdown and restart again. Same problem.
