Thank you for taking the time to report this bug and helping to make Ubuntu better.

I couldn't find 'clevis-decrypt-http' in the dracut 059 source code. dracut 59 reads /etc/kernel/cmdline in two places. Both times it is guarded by `[[ -f /etc/kernel/cmdline ]]`. So I assume that the bug was fixed since the report.
