ubuntu-support-status on Xenial reports FIPS as unsupported

Bug Description

Launch an Azure Xenial instance, install FIPS components, and run ubuntu-support-status. You'll see:

libssl1.0.0 linux-fips linux-fips-headers-4.4.0-1002
linux-headers-4.4.0-1002-fips linux-headers-fips
linux-image-4.4.0-1002-fips linux-image-extra-4.4.0-1002-fips
linux-image-fips linux-image-hmac-4.4.0-1002-fips openssh-client
openssh-server openssh-sftp-server openssl unscd

Apart from unscd (which is in universe, but part of the default Azure install) these are all missing "Supported" metadata.

Do you have a way I could test this with ubuntu-security-status? I'm not familiar with how to setup FIPS so I can recreate the scenario.
