Angular staff catalog: setting Patron View as preferred tab does not work

Bug Description
Catalogers love the Patron View tab in the Angular staff catalog (see bug 1849137).
They love it so much, that they try to set it as the default tab. Unfortunately, that does not work so well when they return to the AngularJS catalog.
One cataloger reported that when they went to AngularJS, the default tab became Conjoined Items (the tab furthest on the right). When I tried setting Patron View as default tab and returning to AngularJS, the AngularJS opened up *no* tabs, and I just got a big blank area in the middle of the screen.

Actually, my screen was blank, too. I assumed it was the conjoined tab that I'd landed on, but could be mistaken.
