Ubuntu 19.10 installation fails on Lenovo laptop if hdd encription choosen

Bug Description
Just trying to install fresh 19.10 on Lenovo ThinkPad laptop
I need to switch on the encription checkbox on installation by my company policy
It fails to install. One of the reason I see in the installation console - the drive is read-only.
But how it could be? The partition was empty and it was just created by installer.
So installer cannot copy files to encrypted partition it just created and fails.
