Bug Description

Ubuntu 19.10 (eoan) currently has npm 5.8.0 and nodejs 10.15.2

According to https://nodejs.org/en/download/releases/

- npm 5.8.0 doesn't even exist?!?!
- the expected version of npm for nodejs 10.15.2 is npm v6.4.1
- npm/nodejs complains about compatibility issues when used as per https://bugs.launchpad.net/ubuntu/+source/npm/+bug/1837277
- Ubuntu hasn't seen an npm update since Disco Dingo (2019-02-16
) as per https://launchpad.net/ubuntu/+source/npm
- nodejs v10 will run out of active LTS support in April (https://nodejs.org/en/about/releases/) so it's probably a good time to bump that too
