Using the same Hardware and same kernel (5.3), the connection works using Ubuntu 18.04. Also on the same hardware and kernel the connection to all other wlan networks I tired to far worked flawless. Downgrading the network manager to version 1.16 did not solve the issue. Further, using a wlan USB-Stick for connection did not help. Therefore, this issue seems to be specific to the combination ubuntu 19.10 and LinkHub HUB40 router. Neither the kernel not the wlan card seem to be the culprint as the same kernel leads to a working configuration on ubuntu 18.04

Not sure how to provide more info on the issue.

It turned out that downgrading wpasupplicant to 2.6-15ubuntu2.5 solves the issue. Changed affected package to wpasupplicant

no longer affects: network-manager (Ubuntu)

I had similar problem with LinkHub HUB40 and Gentoo kernel 5.8.7-gentoo, wpa_supplicant 2.9 and "Intel Corporation Dual Band Wireless-AC 3168NGW (iwlwifi)". Authentication was ok, but association always timed out. Association with other routers was ok and it was working fine before with LinkHub too. I have "solved" my problem by changing Intel card (iwlwifi is horribly bugged anyway) to Ralink RT5372.

Status changed to 'Confirmed' because the bug affects multiple users.

Changed in wpasupplicant (Ubuntu):
status: New → Confirmed

Thank you zwerg2000. I bought a Realtek RTL8192 usb wlan adapter. With this adapter on Ubuntu 20.10 now association works.

Association fails with a Qualcomm qca6174 hw3.2. This issue is still present on Ubuntu 20.10. The issue might be in wpasupplicant or the underlying kernel driver since it is hardware specific.
