Bug Description
Stable branch builds are failing for reactive charms as they directly reference opendev.org for charms.openstack branch pulls - this was accessible at the end of last October but the build process now fails with a timeout.
I'd suggest the IP address has changed as the egress from the lab where these processes are hosted is limited.
