I don't own any Raspberry Pi devices myself, but from what I've gathered from speaking with those who do, they don't have any hardware ACPI support. Have you explicitly confirmed that your model does?

Starting with kernel 5.2, modules depending on ACPI won't build and produce an error. acpi-call from version 1.1.0-5 handles this nicely by checking the architecture before build and exit with a non-fatal error if the architecture doesn't support ACPI, but anyway, building acpi-call on an architecture without ACPI is not expected to work.

So, closing as invalid.
