openCryptoki ep11 exploitation of new ep11 features released with IBM z15.

Will be made available with opencryptoki >3.12.1 or need to be added on top of 3.12.1 which is already available on github

IBM will provide a new version of opencryptoki 3.12.2 , before 2020-02-27 Feature freeze. Therefore this feature will be integrated via package upgrade.

Since opencryptoki 3.13.0 landed in proposed (many thx xnox):
"opencryptoki | 3.13.0+dfsg-0ubuntu1 | focal-proposed/universe | s390x"
I'm changing the status to Fix Committed.

Please notice that the new upstream release opencryptoki v3.13 (https://github.com/opencryptoki/opencryptoki/releases/tag/v3.13.0)
addresses both tickets:
