post-upgrade hooks fails for nova-compute for series upgrade

After upgrading nova-compute from trusty to xenial the post-upgrade hook fails because it cannot start libvirt

<jamespage> 1.3.1-1ubuntu10.29~cloud0 of libvirt is installed - which is the UCA version
<jamespage> 1.3.1-1ubuntu10.29 is the xenial version but its still in proposed
<jamespage> so 1.3.1-1ubuntu10.27 is earlier than the UCA version that was built for trusty
<jamespage> so probably lacks the notify enablement
<jamespage> yeah - - libsystemd-dev [linux-any],
<jamespage> is in the patch for the trusty/mitaka backport
<jamespage> i.e. libvirt has not upgraded to the newer version

<jamespage> that UCA version is on mitaka-proposed
<jamespage> its odd that we would upgrade from a -proposed pocket to a not proposed pocket (in distro) which I think is the cause here

<jamespage> 1.3.1-1ubuntu10.29 is not released for xenial
<jamespage> so we get stuck on a trusty/mitaka UCA version which does not have notify support enabled, but ships a systemd unit that expects it
