ask.openstack.org is not reachable from russian IP

Bug Description

My IP is 94.19.195.232, I cannot access https://ask.openstack.org from it.

ping is successful:

tryauuum@melchior:~$ ping -c 4 ask.openstack.org

yet, http/https request with curl times out:

Maybe my subnet is banned in iptables?

Turns out I have to blame russian government for this. Stupid russian government, breaking my internets, touching every IP-address with their ham-fingers.
