Bug Description
Sometimes when opening new windows the new window is opened below other windows.
This behaviour is not consistent. Sometimes it happens and sometimes it does not happen. This is rather unpredictable and very frustrating.
The problem got horribly worde when moving to a fast computer running Ubuntu 19.10
This behaviour causes typing to go to the wrong window so sometimes when I already start typing expected entry just to discover the actual window I am expecting is hidden and the actual typing goes to the wrong place.
This can easily lead to revealing of sensitive information therefore IMHO it should be treated as a security issue.
I think this is a security issue because this behaviour is in contradiction with Windows/Mac and Ubuntu (sometimes)' so Me ' as a user' is confused and typing to the wrong place can lead to all sorts of errors

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.
