chinese input option just qwerty

Bug Description
Not sure where to report this, but this is where to reproduce, at least:
to reproduce
1) click on triangle at top right hand corner of screen to get menu
2) click on settings icon
3) click on language and region
4) click on +
5) click on ...
6) click on other
7) click on chinese
8) click on add
9) you should now have a 'chinese' input source. click on that
10) click on keyboard icon
this shows just a plain qwerty keyboard
alternatively
click on the input language option at the top of the screen
select chinese (zh)
start typing on an input field somewhere
result: qwerty, not chinese input.
what should happen
the chinese (zh) input should actually generate chinese characters. or something
ubuntu: 18.04 bionic

Thank you for your bug report. What ibus packages do you have installed? language- selector' and select chinese support there, does it install enough to fix the issue?
